Dennis Selder - Chief Communications Officer
Dennis Selder received his PhD in 2007 in rhetoric, composition, and the teaching of English. He spent three years in Bolivia studying how rhetoric works culturally and linguistically in Aymara, an indigenous language of the Andes. He has worked as a consultant for the World Bank/ UNDP Water and Sanitation Program in Bolivia, and also briefly for Lyonnaise des eaux, a French company that provides water and wastewater treatment services worldwide. In San Diego, he worked as a fundraiser for Esperanza International where he was involved in negotiating transborder housing and infrastructure services involving local government, contractors, and the maquiladora industry. Dr. Selder has lectured at the University of Arizona, UCSD, and San Diego State University. He currently teaches at Southwestern College.

Reuven I. Rubinson - Chief Financial Officer
Hands-On Financial Executive. Reuven is a hands-on financial executive, with a wealth of skills in many areas. He consistently increases profitability and operational efficiency through systems design, development and implementation and technology upgrading and training. His track record includes:
- Implementing and maintaining accounting and control systems, including Sarbanes-Oxley (SOX) compliance.
- Overseeing compliance responsibilities, including SEC and other Governmental Reporting.
- Working with startups, joint ventures, acquisitions, reorganizations, reverse-mergers and restructuring.
- Documenting, streamlining and managing departmental operations for maximum effectiveness.
Education & Experience. Mr. Rubinson received his MBA from New York University and has been a licensed, practicing CPA since 1979. He worked at several CPA firms in the New York area and was admitted as a partner in a regional East Coast CPA firm, specializing in Wall Street clientele, at 31 years old. When he left the company to relocate to CA in 1988, the CPA firm was billing in excess of $3.5 million annually. In California he has developed a full service CPA practice and worked with numerous start-up companies.
VP Finance, Controller, & CFO. He assisted a pink-sheet listed corporation in 1988 and became their V P Finance for several years. He then spent four years as the controller of a software technology company which raised over $10,000,000. From 2005 to 2007 he assisted a local company complete a reverse merger to become publically-traded, acted as their CFO for three years and then provided accounting and tax services for an additional two years. At that company, his responsibilities included supervising finance, SEC and Sarbanes-Oxley compliance, acting as de-facto in-house legal counsel, supervising human resources and reviewing and approving contracts and press releases. From 2010 to the present, he has consulted with and acted as the CFO of a pink-sheet listed company specializing in oil spill cleanup.
CPA, Accounting, Business & Tax Consulting. His CPA practice includes accounting, tax, business and computer consulting services. He also provides interim CFO and controller services, as well as consulting with numerous entities in the raising of capital and preparing business plans and financial projections and developing and implementing accounting, internal control and data-processing systems.
He has taught accounting, tax and business classes at Fairleigh Dickenson University in New Jersey, the University of San Diego and other universities and colleges and is currently an adjunct professor at DeVry University and Keller Graduate School of Management, teaching classes in accounting, federal income taxes, auditing and business plan preparation.
In his “spare time” Mr. Rubinson serves on the board and acts as the treasurer for numerous nonprofit organizations, previously having been on the Board of Towards Maximum Independence and Just In Time for Foster Youth and the treasurer of the San Diego chapter of the NFL Alumni Association.. In addition, he is a volunteer usher and usher Captain at the San Diego Symphony, Old Globe, La Jolla Playhouse and numerous other theaters and venues.
Rachael Smithey - Chief Information Officer
Rachael Smithey is a retired public and academic librarian. She holds an M.S. in Information Systems from the College of Engineering and Information Technology at the University of Maryland Baltimore County, an M.L.S. in Archives and Records Management from the University of Maryland College Park, an M.A. in Humanities from California State University Dominguez Hills, and is currently a doctoral student in Clinical Psychology at California Southern University (Doctoral Dissertation Working Title: Exploring ecological grief: Towards an inclusive framework for addressing climate-induced psychological distress and promoting resilience).
